To unlock the ability to craft and use Partition Walls when decorating houses, you will have to make some progress in the Happy Home Paradise expansion. Continue playing until you can start working on your eight vacation home, complete it for your client and you will be able to use Partition Walls for all your future houses, as explained by Niko while working on your eight home.

Before you can use Partition Walls, however, you will have to craft them first. You can do it on any DIY Workbench, as long as you have 3 Clay and 3 Wood. Once you crafted a few, all you need to do to use them when decorating houses is press the down button and then pick the Partition Wall in the Other category. You can use them not only in Vacation Homes but also in Photopia and even in your home!
