Shiny alpha starters in Pokemon Legends: Arceus can only be obtained from time distortions, and chances are extremely low of them appearing even in the 1.0.2 update. The actual starters you can pick at the start of the game are shiny locked, and so are those you get in the post-game, so you have no other option than to explore time distortions and hope for the best.

You can slightly increase your chances of finding the shiny alpha starters by perfecting their Pokedex entries and by getting the Shiny Charm, but chances will continue to be extremely low, so arm yourself with patience, as getting all three shiny alpha starters will take you a very, very long time.
