At launch, Dynasty Warriors 9 Empires features a grand total of 456 different characters, divided into 94 Musou Officers, unique characters with unique designs that play a part in the Romance of the Three Kingdom story, and 362 generic officers that are considered minor characters due to their minor involvement in the story. Of these 456 characters, 10 are only available as DLC, so you can only have access to them if you have purchased the Deluxe Edition or get the game’s Season Pass, which will give access to future paid content as well.
