You can get the Cerulean Hidden Tear in Elden Ring by defeating the Ulcerated Tree Spirit boss near the Minor Erdtree found east of the Road of Iniquity Site of Grace.

You can unlock the Cerulean Hidden Tear as soon as you get access to the Atlus Plateau region of the Lands Between. Below, we have shared a map screenshot that shares the boss’s location.
