You can get the Stir-Fried Shrimp food item recipe from the NPC, Verr Goldet. She is the owner of Wangshu Inn, the largest Inn in the Liyue region of Teyvat. 

You will find her at the Wangshu Inn main counter. Interact with her during or after the Genshin Impact version 2.7 update. Select the dialogue option that opens up the Shop menu. You will find the Stir-Fried Shrimp recipe, which you can get in exchange for Mora.

“Yelan’s specialty. Amongst the ingredients here is the new tea, Dipped Dew, delivered from Qiaoying Village right to the Teahouse, which was then quickly fried together with freshly-caught river shrimp. The look is slight, the scent of distant tea, and the taste both tender and springy… Wait a moment. Why’s she coming over with that plate of chili?”
