In Pokémon Scarlet and Violet, you can get Potato Tortillas from the Deli Cioso shops in the different cities of Paldea.

You must obtain at least one Gym Badge to unlock the Potato Tortillas at the Deli Cioso. Once you fulfill this requirement, the ingredient will get added to the shop listing. And from there, you can navigate the menu and buy Potato Tortillas for 250 Pokedollars. 

That said, you will find Deli Cioso outlets in the following locations:

• Cascarrafa
• Cortondo
• Levincia
• Medali
• Mesagoza
• Montenevera
• Porto Marinada

To find the exact location of the Deli Cioso shop, open your game map and zoom in once you are in any of the following cities. Doing so will show the names of all the shops and POIs, including Deli Cioso. 

You can use the Deli Cioso found in the city of Artazon to purchase Potato Tortillas, as it is located near the teleport point and is easy to reach. During the early game, you can visit the one in Mesagoza.
