The thing is that the Poison the Water side quest you get from the NPC Gary The Poisoner is not actually a side quest. Gary gives you objectives while talking about his agents, asking you to find his poison barrels in the Slums area of Blim City.

Then, he asks you to head to the Water Plant, come back, and use the barrels to poison the water. It may sound like a quest, but it is just a piece of dialogue.

Gary doesn’t give you any side quests. So, if you were trying to enter the Slums or finding a terminal to enter the password, he shares it with you.

Congratulations, my friend: you just wasted your time, exactly as we did! We scrounged every corner of Blim City and, of course, the internet, only to find out that everything that Gary said was just some creative pieces of dialogue and not a quest in particular.

There is one thing you can do when you talk to Gary for the first time and exhaust his dialog, though. You can do a bounty, then speak to him again.

Progressing the game and talking to Gary unlocks new dialogues, where he tells you that the plan is off and comes back after ten years or so.
