You should find Beatrice Green in Hogsmeade. She is an NPC who will offer to purchase Venomous Tentacle and Mandrake for 1,100 Gold. Once you have obtained Venomous Tentacle and Mandrake, feel free to use them and complete the first two objectives.

Professor Garlick’s Assignment 1: General Information
Professor Garlick’s first assignment is the 31st mission of the main Hogwarts Legacy storyline. It requires you to complete In the Shadows of the Estate quest and provides you with good rewards. By completing the assignment, you will get 150 XP, Wingardium Leviosa, and two tool collections: Venomous Tentacula and Mandrake.
