The answer to this question is both yes and no, and here is why. Apart from the pre-order bonus and deluxe edition skins, every other cosmetic item available in Star Wars Jedi: Survivor can be obtained in the game for free. 

So, if you had pre-ordered the Deluxe version of Star Wars Jedi: Survivor, you can get every skin available in the game. On the other hand, if you purchased the standard version, you still get the pre-order bonus skins and all cosmetics you can acquire in-game, but not those offered in the Deluxe version. 

This was confirmed ahead of Star Wars Jedi: Survivor’s release through an official FAQ available on EA’s website while answering whether the game had microtransactions. 

Here is what EA had to say: “There are no microtransactions in Star Wars Jedi: Survivor. Aside from pre-order and Deluxe edition skins, all cosmetic items can be discovered and collected in-game.”
