To get Arceus in Pokemon Legends: Arceus, you will indeed have to catch every Pokemon, as the Legendary Pokemon will only become available once you do. You do not need to perfect the entire Pokedex, so catching every creature at least once will be more than enough.

Additionally, Pokemon that are obtained from special requests like Shaymin, Darkrai, Phione, and Manaphy do not count towards Pokedex completion, so don’t worry about having save data from previous entries in the series on your system. You will still get the chance to catch all of them in the post-game, which is unlocked right after battling Arceus.

Once you have a completed Pokedex, go speak with Professor Laventon to receive mission 27 – The Deified Pokemon. It’s during this mission that you will get face to face with Arceus. Defeat it, and you will get it automatically.
