Similarly, Mondstadt takes inspiration from Germany, and Liyue from Hong Kong. We also know that Inazuma is locked out by Baal.

Just look at the location of Inazuma —it is an island (also including a set of small islands) that is not connected to the mainland (more like real Japan)—a location that can only be reached via ships.
