You can find Muning at the camp located at the Teleport Waypoint found right above the Glazing Peak area of the Chasm. You can use the above map screenshot for the exact location of Muning. 

How to Unlock Says He Who Seeks Stone World Quest

To unlock the Says He Who Seeks Stone world quest in Genshin Impact, you have to complete the world quest called Surreptitious Seven-Star Seal Sundering quest.
