There will be 9 spying cops in total and you need to eliminate all of them in 6 minutes and 30 seconds.

When you start mission 23: Under Surveillance in GTA 3, you have to ensure that your character has all the needed equipment to complete it. The weapon we recommend to you is called Sniper Rifle. If you don’t have one, you can obtain it in the Amnu-Nation Gun shop. Also, we recommend you bring a couple of grenades.
The first two agents you can kill are located in Belleville Park. You can take them out from a distance with your Snipe Rifle. The second target is the FBI’s car you can find in Bedford Point. You can shoot everyone inside the van or throw a grenade to eliminate the target quickly. The rest of the agents are located in a building near Kenji’s casino in Torrington. You can kill them with your Sniper Rifle or go inside the building and shoot them from a close distance.
