Substantial Findings is a Black Mous faction mission in MW2 DMZ mode whose objectives take you to Al-Mazrah and Ashika Island. While the mission seems straightforward, it is not, as it asks you to obtain trackers from dead drops that are hard to find and asks you to place the trackers on Submarines, which, again, you may fail to find.

All Dead Drops and Submarine Locations in Substantial Findings Mission in DMZ
To complete the Substantial Findings Black Mous faction mission in MW2 DMZ mode, you must find and use the dead drops at Al Sharim Pass and Town Center dead drops and then place them on Submarines docked at Hafid Port and in the Ashika Island Waterways.

Assuming you managed to find the tracker, use the below map screenshot to reach the Hafid Port Submarine location:
For the Submarine located at the Ashika Island Waterways, you must start a new DMZ match and obtain the tracker from Town Center dead drop.
Once the game begins, you must make your way to the Waterways, which is located in the south part of the game map at Port Ashika. And then place the tracker on the Submarine to complete the faction mission.
