Beauty Method
As the title of this method implies, you need to raise Feebas’ Beauty levels greatly, and then level it up by one level to evolve it into Milotic.
To more easily get through this method, we recommend that your Feebas be any one of the following 4 natures: Modest, Quiet, Mild, or Rash. These natures naturally hasten the process of raising Feebas’ beauty levels.
To increase Beauty, you need to feed your Feebas Dry Poffins. These can be crafted using dry, blue-colored berries. Once you’ve fed Feebas to the point that its Beauty condition is high enough, level it up once to watch it evolve into a Milotic!
Prism Scale Method
To evolve Feebas using this method, you need a bit of luck. You need to be in the Grand Underground and keep digging until you dig up a Prism Scale, which is quite rare.
If you manage to get one, all you need to do is trade your Feebas while it holds the Prism Scale, which will cause it to evolve into Milotic. Simply trade it back to receive your Milotic!
