To evolve Growlithe in Arcanine in Pokémon Legends: Arceus you will need to use a Fire Stone. This item, while not particularly common, can be found in several different ways in the Hisui region.

The most common way of finding a Fire Stone is by letting your Pokémon break Tumblestone ores. Which item you get by doing so is random, but if you find a sparkling ore around, it means that it is more likely to yield a rare item, including a Fire Stone.

If you’re not feeling particularly lucky, there are other ways of obtaining a Fire Stone. You can purchase one from the Trading Post in Jubilife Village for 1000 Merit Points or you can get one for free by completing the Request 52: Eevee’s Evolutions quest.

Once a Fire Stone is in your possession, all you need to do is use it on Growlithe to evolve the Pokémon into Arcanine.
