There isn’t a surefire way to meet Resetti in Animal Crossing: New Horizons if you do not own his amiibo Card, as both Sonny and Don Resetti appear randomly in The Roost. They both have some unique dialogues that reveal what they have been up to, and how things have changed since their previous appearance in the series.

If you own the Resetti amiibo card, you can use it to invite him to The Roost directly, without relying on chance. The amiibo Card can also be used to invite Resetti to the new island in the Happy Home Paradise DLC expansion, where you can also design a vacation home for him.
