After you advance in the story, namely defeating Kleavor, you will receive Request 22 called Eerie Apparitions in the Night. To complete it, players need to collect 106 wisps throughout the region. After you’ve collected all the wisps and talked to Vessa, she will direct you to the Crimson Mirelands and tell you to find the Shrouded Ruins there.
