In Genshin Impact, you can get the Bountiful Year recipe via the Great Gathering sub-event under Fleeting Colors in Flight event.

The Great Gathering is a part of the Fleeting Colors in Flight event where you have to complete challenges in the sea using Waverider, take out enemy encampments, sabotage enemy shipments, and other similar things.

So go through the event and complete the different challenges and you can claim the Bountiful Year recipe.
