To craft your own Chilling Water (TM022) at any Pokémon Center’s TM, you should follow this recipe:
- 3,000 League Points
- Psyduck Down x3
- Surskit Syrup x3
By the time you’re ready for Kofu, you should have enough League Points to invest in this item. Otherwise, try to do more missions and quests for more League Points if necessary. To get Psyduck Down, find Psyducks pretty much in all Paldean provinces close to a body of water. For catching Surskit, you will want to explore water surfaces in the South Province.

Using this move will douse your opponent in water so cold that it will reduce its power and Attack stat. Chilling Water can be learned by Water-type Pokémon and is great against Fire-, Ground-, and Rock-type Pokémon.
