You can get the Twinned armor set in Elden Ring by killing D in the early game when you find him in the East Limgrave or by completing his questline. 

You can also progress through Fia, the Deathbed Companion’s questline, where you hand the Weathered Dagger to D only to find out that Fia killed him. D’s body is found in the room past Blacksmith Hewg in the Roundtable Hold. And on his body, you will find the entire Twinned armor set.
