To find the exact location of the Deli Cioso shop, open your game map and zoom in once you are in any of the following cities. Doing so will show the names of all the shops and POIs, including Deli Cioso. 

You can use the Deli Cioso found in the city of Artazon to purchase Green Bell Pepper, as it is located near the teleport point and is easy to reach. During the early game, you can visit the one in Mesagoza.
