Icy Wind can be unlocked after battling Team Star Dark Crew Leader. It is found to the east of Artazon, northeast of Levincia on top of a lighthouse, or at a cliff edge northeast of Casseroya Lake. Icy Wind can then be crafted using the following: 800 LP, Snom Thread x3, and Snover Berries x3.
