So if you pre-ordered the game, you should get the outfits. But if you didn’t, then there’s no way of getting the outfits for now, unless Bandai Namco decides to sell them separately at some point.

And for players who actually pre-ordered the game and were given the outfits, you can’t use them immediately after you start the game. You’ll have to play the game for a while before you can use them. Specifically, you’ll have to make your way to the first mandatory camp sequence in the first part of the game to use the outfits. Also, you can’t instantly change into these pre-order outfits whenever you like.
