To get the Primeval Sorceror Lusat’s armor in Elden Ring, you have to progress through Sorceress Sellen’s questline till almost the end when she tells you that Master Azur and Lusat’s bodies are returned to the Academy of Raya Lucaria.

Once you get this dialogue option, you can teleport to the Sellia Hideaway Site of Grace, and there you will find the entire set of Azur’s armor lying on the ground, where you found and interacted with Lusat in the earlier part of the quest.
