Despite being set in what will become Sinnoh in the future, Pokemon Legends Arceus features a set of starters that is different from those seen in Pokemon Diamond and Pearl and their recently released remakes.
The presence of different starters, however, doesn’t mean that the Sinnoh starters, Turtwig, Chimchar, and Piplup, do not make an appearance. Not only they do appear, but it is possible to get their Shiny variants right from the get-go.

While getting any Shiny, Shiny Piplup included, boils down to luck, Pokemon Legends Arceus had made Shiny Hunting a lot less frustrating with the Mass Outbreak mechanics. During one of these events, a large number of a certain Pokemon appear on the field, thus increasing the chances of a Shiny variant appearing on the field.
Catching a Shiny Piplup, however, is a little more difficult than catching other Shiny Pokemon in Pokemon Legends Arceus due to the fact that the water-type Pokemon only appears in the Cobalt Coastlands. As such, you will have to wait for a Mass Outbreak to happen in this area to increase your chances of encountering a Shiny Piplup. You may get lucky and find one even without a Mass Outbreak, but chances are not particularly high.
As any Piplup can be a little difficult to catch, make sure to save your game if you spot a Shiny Piplup. If you fail, you can just load your save to get another chance. Pokemon Legends Arceus has made it very convenient to catch Shiny Pokemon, so make sure to take advantage of the new mechanics as much as possible!
