The new Joy Skin in Fortnite is a rare skin from the Free Skate set that was released in September 2021. The skin has now made its way to cosmetic rotation and is currently available in the shop.
The Joy skin was designed by DahjaCat who took inspiration from Vitiligo patients. DahjaCat is the Twitter username of the designer who created both the Joy character and skin. Epic Games decided to add the character to Fortnite due to her pale white patches.

The Joy skin can be obtained using V-Bucks as long as it is available in the Shop. Upon its availability, players can purchase it from the shop for around 1,200 V-Bucks. Since the availability is on a timely basis, it returns to the store every 46 days on average. So players are likely to find it in the shop sometime in March, 2022.
Once this item becomes available, you can simply slide into the shop with your V-Bucks and grab yourself the Joy Skin. And since the item is cosmetic, it does not affect the game in any way beyond being a visual modification that also entertains us with its music and the movements of the character.
