To get the Lazarus brass knuckles, the dead Commander Lucas’s signature weapon, you have to save Aitor when he arrives wounded on the PK Floating Fortress in Central Loop.

Getting Lazarus brass knuckles is possible when you progress the game till you reach the Welcome On Board story quest.
During the said quest, when you arrive at the PK Floating Fortress, there is a cutscene where the PK commander Jack Matt brings severely wounded Aitor. Once the cutscene is over, you complete the quest Welcome On Board.
Now to progress the game story, you have to go and talk to Jack Matt. But, to get the Lazarus, you have to go to the infirmary and check on Aitor.

To save Aitor, you have to go with the dialogues that will go against his wife’s wishes and where you agree to help the doctor with the herb treatment.
In the end, when you have the herb required to treat Aitor, make sure to select the dialogue option, ‘I give Aitor the small Petals.’ This is the only way to save him. After you give him the herbs, go to the Fish Eye canteen and talk to Aitor. He will hand you the Lazarus Brass Knuckles.
