The Marking Map Poketch App can be obtained fairly easily in Pokemon Brilliant Diamond and Shining Pearl, although you will need to make some progress in the game before you can receive it.

After obtaining your third Gym Badge, head over to Jubilife City and speak with the President of the Poketch Company. He will give you the Marking Map app and explain how you can use it to place different markers on the map. The app is fundamental to catch roaming Pokemon Cresselia and Mesprit, as they will roam all over Sinnoh once you encounter them for the first time, making it almost impossible to catch them with the Marking Map.
