You need to climb up Tianheng Mountain, and there Paimon will offer you a look around. Find Anemo Pinwheel nearby and activate it with any Anemo Character. And after you fly up to the island, you should go to the ballista Gui Zhong marked on the map and fight some Millelites.

After this battle, you will meet with Ke Qing, who will tell you how to get into the Chamber. But before that, you will need to find gifts for Ningguang. Just follow the markers. And finally, after collecting the gifts, an NPC named Bu Yun will be marked on the map. Talk to him, and you will be taken to Jade Chamber. After that, you will be able always to teleport there through the marker on the map or with the help of Bu Yun.
