The Fledgling Wings are exclusive to Journey Mode, which came with the 1.4 update. Luckily, if you start with the Pre-Hardmode, the Fledging Wings are given to you via Skyware Chests on Floating Islands.
Alternatively, one can also obtain Fledgling Wings in Terraria upon creating a Journey Mode character or from Skyware Chests, Sky Crates, and Azure Crates on the Desktop version.
