The latest game in the Pokemon universe, Pokemon Legends: Arceus, is a different game altogether in many aspects. The most significant of them all is that players no longer have to travel from one place to another; instead, there is only one city in the game: Jubilife Village (which later changes to Jubilife City in the Pokémon Diamond and Pearl games).

How to Reroll Mass Outbreaks in Pokemon Legends: Arceus

Mass Outbreaks are a new in-game event that will spawn a group of a certain Pokémon species in a region. However, to unlock Mass Outbreaks in Pokemon Legends: Arceus, you have to play through the entire main story. Mass Outbreaks will appear all the time on the map as you journey between places. You will be notified when exiting Jubilife Village that a Mass Outbreak is occurring, and you can then see which region (or regions) has a Mass Outbreak. 

If you want to reset them, simply go back and forth to reroll the outbreak. Once a Mass Outbreak Pokemon has been caught or beaten, another Pokemon of that same species will instantly spawn in the same location.
