You will find the Council Chamber puzzle in Losomn. The location is easily recognizable, as you cannot miss the three council members sitting on high pedestals in an ornate circular room. Get to the end of the platform, interact with the lords, and exhaust the dialogue options to start the quest.

To solve the Council Chamber guilty member puzzle in Remnant 2, you need to go to the dark realm through the mirror. You can find it if you take a left and follow the corridor after leaving the Council Chamber. However, be careful: you need to clear multiple enemies on your way back to the dark version of the Council Chamber, so prepare accordingly. Pay extra attention when re-entering the Council Chamber, as it will be full of dangerous creatures that you can lure out and kill one by one.

Once you’re back in the Council Chamber, go down to the base of the pedestals, where council members sit, and collect the keys of different colors.
