In Marvel Future Revolution, characters do not need to be unlocked, as they are available right from the start of the game. What you do need to unlock, however, are character slots, which allow you to add characters to your team. At the start of the game, you will only have four character slots, but more can be added by using Hero Expansion tickets, which are purchased with Crystals.
