You can unlock Darth Maul by completing the mission “Better Call Maul” and then buying him from the Dark Side section.

Better Call Maul is one of the missions of Episode I – The Phantom Menace. During this mission, you have to fight and defeat Darth Maul as the legendary Obi-Wan Kenobi and Qui-Gon Jinn. After doing so, you will unlock Darth Maul as a playable character. 

Assuming you managed to unlock Darth Maul, you can use him by first buying him using 200,000 Studs from the Dark Side section of the Character menu.

After that is done, you can use Darth Maul as a playable character in Lego Star Wars: Skywalker Saga.
