Destroying Starkiller is one of the missions of Episode VII – The Force Awakens. During this mission, you have to fight and defeat the Sith Lord. After doing so, you will unlock Kylo Ren as a playable character. 

Assuming you managed to unlock Kylo Ren, you can use him after buying him using 200,000 Studs from the Dark Side section of the Character menu.
