To upgrade Gear in Hogwarts Legacy, you must complete the story quests “The Room of Requirement and The Elf”, “The Nab-Sack”, and “The Loom”.

Once you do that, you can conjure an Enchanted Loom using the Conjuring Spell that Professor Weasley teaches you during The Room of Requirement quest, granted you have eight Moonstones.
After you have conjured and placed the Enchanted Loom in the Room of Requirement, you can use it to upgrade Gear and apply unique Traits. That said, Gear pieces in Hogwarts Legacy offer three upgrade slots and a Trait slot.

You can apply Traits to get a damage buff with certain spells, reduce the damage taken from specific enemies, and so on. At the same time, you can upgrade the Gear to increase its efficacy.
