Ideally, the easiest way to get Rayquaza would be porting it from a Pokemon Brilliant Diamond or Shining Pearl game to Pokemon HOME, where you would then transfer it to your Violet or Scarlet game. To get Rayquaza in Brilliant Diamond and Shining Pearl, you have to unlock Ramanas Park, which is done when you complete the main story, unlock the National Pokedex, and defeat the champion Cynthia. Once you finish all the requirements, you’ll be notified that Ramanas Park is now open. To get there, use the HM Surf on the beach on Route 219.
