Mouth of Sauron has the Black Numenorian passive skill which allows him to deal more damage with his focus stat and inflict a healing reduction debuff. His three main skills are called Harbinger of Darkness, Messenger, and Lieutenant of Barad-dur. These are working in the one direction to decrease the damage of enemies. Also, they give an additional minor damage decrease for enemies and increase for allies, especially if they are orcs.

You can give to Mouth of Sauron a weak army and keep any strong enemy busy for some time. But you can go the other way and give him some upgraded orc units. This strategy works well with his abilities as this commander tends to drive the battle into a draw. But if you have a good army with him, he can get a little profit from such a fight.
