Talk to Vile

Go to Mondstadt plaza and talk to Vile. At the end of the conversation, she will ask you to look for Suspicious Person.

Look for the Suspicious Person with a Package

Go to Timaeus alchemy shop and in the left alley-way you will find the suspicious person with the package.

Talk to him and once all the dialogue options are exhausted. The Knights of Favonius will take him away.

Go to the Treasure Hoarder Camp

Now, travel to the Treasure Hoarder Camp near Windrise and defeat all the treasure hoarders.

Return to Vile

Return back to Mondstadt plaza and talk to Vile to complete the Sound of Discord quest.
