It doesn’t matter what you did during the whole game, the ending is determined directly in the last mission. In short, in one of the endings, you will destroy part of Villedor, while in the other you will save it. In the first case, the ending is formally bad, in the second – good.
The safety of the city is a key point, while all other circumstances can only vary slightly, without having a significant impact on the global plot. It’s about the survival of individual characters, as well as who will control Villedor at the end of the game.

To achieve a good ending, it is recommended to have a positive influence on the survivors. You need to be honest with them and help them in every possible way. You also need to help Sophie and blow up the windmill, visit Vincenzo, save Hakon from a sniper, choose Frank when transferring control of the TV tower, save Hakon from Loan (this can be achieved by transferring control of the TV tower to the survivors). It is also recommended to help Frank after his injury.
