In Pokemon Legends: Arceus, Alolan Vulpix evolves with the use of an Ice Stone. However, these Ice Stones are not very common, and can prove to be quite the chore to find.
Where to Find the Ice Stone in Pokemon Legends: Arceus
The first and most instant way of getting an Ice Stone is buying it in Jubilife Village. You can visit the Trade Post found in the village and exchange 1,000 Merit Points for an Ice Stone. You should easily be having 1,000 Merit Points on you if you’ve been attentively returning Lost Satchels found in the overworld.
Alternatively, you can spend 5,000 PokeDollars at the Gingko Guild Shop and obtain an Ice Stone from Ginter. He will refer to it as a ‘Snow-Patterned Rock’. This offer is randomized, however, and will change once you’ve caught an additional 20 Pokemon.
Another method to get an Ice Stone in a pretty straightforward way is by completing Request 86: ‘Gone Astray…in the Icelands’. Even though this quest gives you a guaranteed Ice Stone as a reward, the quest becomes available pretty late into the game.
You will need to first get through the main story mission, “The Slumbering Lord of the Tundra”, as well as complete Request 86’s prerequisite, Request 77: ‘Gone Astray in the Fieldlands”. Once you have finished both of these quests, you can go ahead and accept Request 86 by speaking to Zeke in the Galaxy Hall. All you need to do is head to Alabaster Icelands and rescue Zeke from an Alpha Glalie. Successfully doing this will have Wanda reward you with an Ice Stone.
