This may come as a disappointment to you, but Hypnosis is not a TM in Pokemon Brilliant Diamond and Shining Pearl. This means that there is no way to teach your Pokemon the move through a TM, as it doesn’t exist.

Furthermore, there are no move tutors that teach the move Hypnosis as well. Your best bet is to capture a Pokemon that learns Hypnosis naturally, like a Poliwag or a Drowzee, and train it up till it learns the move.
