In front of the Statue of Seven, players can find more than eight Windwheel Asters.

Location 2.) Flora
In the starting city – Mondstadt, there’s a little girl who’s a florist, players can buy Windwheel Aster from her.
Interact with Flora and exhaust her dialogues. Next, select the shop option, there you can find five Windwheel Aster, each for 1000 Mora.

Location 3.) Stormterror’s Layer
The Stormterror’s layer is unlocked after players complete a certain quest(no spoilers). And that can only be done if players are Adventure Rank 18 or above.
